The Panem Ministry of Propaganda (PMP) was instituted by decree of the Panem Committee on Public Information to advance the cause of freedom for the benefit of Panem by helping to build and sustain a more secure, and prosperous world composed of well-governed districts that respond to the needs of their people, reduce widespread poverty, and act responsibly within the national system.

President Snow established the Panem Committee on Public Information (PCPI) through Executive Order 2595 to defend the nation from elements of social corrosion while monitoring irresponsible media and supporting trustworthy voices in the arts and education through supervising and regulating the national dialogue.

While not formally part of the Panem Government, and no law explicitly gives it specific authority, the PMP system's structure is composed of the presidentially appointed Board of Governors (or PMP Board), the Federal Media Committee (FMC), twelve regional branches located in districts throughout the nation, numerous privately owned member corporations, and various advisory councils.

The sitting Director of the PMP, Appius Knoll, is appointed at the pleasure of the President and provides close counsel to the President on matters of public importance.
